FY’25 Funding Cycle Underway

As we wrap up another successful fiscal year at the Productive Living Board (PLB), the excitement has already begun for the FY’25 funding cycle. In February, we received 114 requests for ongoing funding submitted by 35 dedicated partner agencies.

These requests represent our commitment to allocating resources to partners and projects that align with our mission to fund quality services, foster collaboration, and drive innovation to create opportunities​​ to enhance the lives of individuals with intellectual and developmental disabilities in St. Louis County.

This coming year, our Strategic Commitments and Initiatives will continue to guide our planning and decision-making​​. Fully utilizing available ongoing funding, identifying opportunities for one-time funding, and developing tools for informed decision-making remain priorities in FY’25.

Funding recommendations will be presented to the Community and Employment Services Committees on May 1, with final decisions from our board on May 13. This process is more than a formality. It demonstrates our ongoing commitment to uphold accountability, transparency, and thoughtful stewardship of public funds​​.

IDD Gateway Resource Guide: New Regional Resource Powered by PLB

With the help and contributions of disability advocates and service providers in the metro area, PLB is powering a new regional resource, the IDD Gateway Resource Guide.

The IDD Gateway Resource Guide is a one-stop shop for individuals, families, and service providers searching for developmental disability resources in the St. Louis region.

On this site, visitors can find the solutions and resources that create opportunities for individuals with developmental disabilities to thrive in their homes and community.

We encourage community members to bookmark IDDResourceGuide.org for future reference and to download and share this flyer with their personal and professional networks.

Jennifer Boedeker Appointed to the Missouri Assistive Technology Advisory Council

Jennifer Boedeker, Agency and Community Relations Specialist II at the Productive Living Board (PLB), has been appointed by Governor Parson to the Missouri Assistive Technology Advisory Council.

Jennifer is an integral part of the PLB team and is our resident expert on services and initiatives that use technology to empower individuals with intellectual and developmental disabilities. These technologies are essential for promoting community inclusion and independence. To learn more about PLB’s current assistive technology programs, click here.

Jennifer’s appointment to the Missouri Assistive Technology Advisory Council allows PLB to be more deeply involved in statewide planning and education initiatives alongside our partners at MO Assistive Technology.

Dave Herman Appointed to St. Louis County’s Productive Living Board

County Executive Dr. Sam Page has appointed Dave Herman to St. Louis County’s Productive Living Board. 

Dave Herman has worked for St. Louis County Fire Service for 44 years and is currently Chief of the Robertson Fire District.

Dave has experience navigating local service systems and has a special interest in minimizing deficits within those systems and maximizing the quality of care and quality of life for individuals with disabilities. The Productive Living Board looks forward to working with them as they share their unique skills, experiences, and perspectives.

FY’24 Strategic Initiatives Approved

PLB is pleased to announce that we have completed our strategic planning process. The FY’24 strategic initiatives were approved at the September 11 Board meeting. The Strategic Framework outlines our updated Vision and Mission, newly created Ongoing Commitments, and the Current Initiatives on which we will be focusing our efforts.

A big thank you to our partner agencies for sharing your ideas, challenges, and hopes for the future, all of which were considered as we drafted our plan. The Strategic Framework reflects our plans to gather information on several persistent challenges: lack of awareness of IDD resources, difficulties accessing and navigating the complex service system, and lack of transportation. We look forward to working with partner agencies to fully understand the challenges and collectively develop solutions.

We are off to a strong start in achieving our first initiative, to fully utilize available ongoing funding. The Board approved an additional funding increase of 4% for services that we historically fund close to 100% and 2% for almost all other services. Partners will be receiving contract addendums in the coming weeks. We hope this provides some relief as agencies continue managing growing expenses.

The PLB Welcomes New Agency and Community Relations Specialist II, Emily Love

The Productive Living Board of St. Louis County (PLB) is delighted to announce the appointment of Emily Love as our new Agency and Community Relations Specialist II. Emily has been committed to supporting individuals with intellectual and developmental disabilities (IDD) and their families since the early days of her career. Emily has served in various direct service and leadership roles with agencies supporting and empowering the independence of individuals with IDD, including Assistant Director of Residential Services and Client Advocate at UCP Heartland. In the Client Advocate role at UCP Heartland, Emily oversaw the program development and operations of the family navigation, youth camps, and adaptive equipment and assistive technology programs. More recently, Emily served as the Disability Inclusion Coordinator at St. Luke’s Hospital. She supported the recruitment, retention, and advancement of employees with IDD within the St. Luke’s health system. She earned a Bachelor of Social Work degree at the University of Missouri-Columbia and a Master’s of Social Work from Loyola University Chicago.

In reflecting on her new position with PLB, Emily shared, “I feel so honored and grateful to work with the PLB and Eastern Region Alliance in supporting agencies to provide high-quality services for individuals with IDD and their families in the St. Louis region. Having worked directly with individuals and families for the last several years, I know firsthand the impact PLB-funded services have on individuals, families, and the community at large. I am eager to use that experience as a guiding force in continuing to advance PLB’s mission.”

Director of Agency and Community Relations Kim Kopff Retires June 30, 2023

The Productive Living Board would like to express our profound admiration and extend heartfelt congratulations to Kim Kopff on her retirement. This landmark event signifies the culmination of a stellar career spanning five decades.

Kim’s steadfast dedication to enriching the lives of individuals with intellectual and developmental disabilities has been a beacon of inspiration. For 28 years, she served the St. Louis Arc, nurturing its leisure programs to become a source of joy and growth for hundreds of individuals each year. From Assistant Director of Camping to Director of Leisure and Adult Services, her journey was marked by tireless creativity and a relentless pursuit of excellence.

In 2008, we had the privilege of welcoming Kim to our fold. As Director of Agency and Community Relations at PLB, Kim’s innovative thinking brought new life to our services.

Kim’s talent for fostering collaborative partnerships resulted in alliances throughout St. Louis County and the region, including the Eastern Region Alliance, Family Support and Respite Coalition, the Inclusion Coalition for Employment (ICE), the Gateway Coalition of Service Providers, and the Family Navigator program. Her ability to harness collective strengths led to significant achievements, exemplifying her dedication to those we serve.

As Kim embarks on her well-earned retirement, we applaud her exceptional career in service to others. Her legacy will forever remind us of the profound difference one dedicated individual can make. Thank you, Kim, and congratulations on a truly remarkable career.

Funding Totaling $25,770,788 Has Been Approved for FY’24

On Monday, May 8, the Productive Living Board approved 116 requests for funding from 37 partner agencies. In FY’24, $25,770,788 in funding will support over 4,000 youth and adults to remain active in the communities where they live, learn, and work. This year’s allocations included a 6% cost of living adjustment (COLA) approved by the Productive Living Board at the November 2022 meeting.

Amy Meyer, M.A. Announced as Director of Agency and Community Relations

The Productive Living Board of St. Louis County was pleased to announce at the May 8 board meeting that Amy Meyer, M.A., has been selected as the organization’s new Director of Agency and Community Relations. She is stepping into the position as current Director Kim Kopff prepares for retirement at the end of June. Amy has worked in the developmental disabilities field for over 20 years with extensive experience in providing direct support, advocating for critical services, and leading funding initiatives. Amy has been a Productive Living Board staff member for eight years and will begin her new role on July 1.

Amy shared, “It is an honor to continue being part of our team’s incredible work in a community I’ve lived in my entire life. In this new position, I am eager to build on our successes, maintain strong relationships with our funded partners, and continue supporting our organization’s mission of inclusion and empowerment.”

Melissa Garza and Curt Ittner Appointed to the Productive Living Board

     

County Executive Dr. Sam Page has appointed Melissa Garza and Curt Ittner to St. Louis County’s Productive Living Board.

Melissa Garza
Melissa joins the Productive Living Board as a practitioner of law with extensive experience in state and federal government. Most recently, serving as Counselor for the United States Senate.

Curt Ittner
With experience in business, insurance, and finance, Curt Ittner currently serves as the Vice-President and Investment Advisor at Ameriprise Financial Services, Inc.

Both Melissa and Curt have extensive personal experience navigating systems and working with local service providers, and the Productive Living Board looks forward to working with them as they share their unique skills, experiences, and perspectives.

Recreation Council Honors Kim Kopff

Kim Kopff, Director, Agency and Community Relations was honored at the Recreation Council’s Annual Recognition Ceremony for her significant contributions to individuals with intellectual and developmental disabilities and their families.  PLB congratulates Kim on this well-deserved award!

Family Navigation Services

PLB-funded Family Navigation services provide families with information on systems navigation, resources that meet their individual needs, and advocacy training. Family Navigators help individuals with intellectual and developmental disabilities and their families lead full lives that align with their personal goals.

Easterseals Midwest, St. Louis Arc, Sunnyhill Inc., and UCP Heartland all offer family navigation services to St. Louis County Residents. Click here, or on the agency’s name for more information.

Jasmine Chen Appointed to the Productive Living Board

County Executive Dr. Sam Page has appointed Jasmine Chen to St. Louis County’s Productive Living Board.

Originally from Taiwan, Jasmine and her husband Dave became United States citizens before she became a licensed attorney in Missouri and New York. She practices at Sandberg Phoenix and focuses her practice on family protection, wealth preservation, and values-based planning, particularly for families with minor children, including children with special needs.

Jasmine is a member of the Asian American Chamber of Commerce of St. Louis, the Bar Association of Metropolitan St. Louis, the Missouri Asian American Bar Association, and the Missouri Bar Association. She also serves as the President of the North America Taiwanese Women’s Association (NATWA) – St. Louis Chapter and is a Board Member at the Adam Morgan Foundation.

The Productive Living Board is excited to welcome Jasmine and looks forward to working with her as she shares her unique skills, experiences, and perspectives.

Eastern Region Alliance Partner Peg Capo Recognized

On December 1st, the Community Council of St. Charles recognized Peg Capo, Executive Director of the Developmental Disability Resource Board, with the Community Collaboration Award for her work as a founding member of the Eastern Region Alliance. This Award recognizes community organizations that embrace and put into action the collaborative work that is key to successfully tackling complex social problems.

The Eastern Region Alliance is a collaboration between the Senate Bill 40 Boards of St. Louis County, The City of St. Louis, Jefferson County, and St. Charles County. Together, the boards receive $52.4 million in property taxes each year, to invest in services for people with intellectual and developmental disabilities. These four boards have been doing business similarly, but not identically, for 40 years and chose to align the processes, tools, and technology used to invest those tax dollars.

The Productive Living Board would like to thank Peg for her continued dedication to this collaboration and congratulate her on her recent award.

PLB Expands Assistive Technology Services

In 2021, PLB issued a Request for Expansion for assistive technology and adaptive equipment services. As a result, in addition to one pre-existing partnership, PLB added three new programs that now provide assistive technology and adaptive equipment to St. Louis County residents.

Assistive technology is any device or technology that helps a person with a disability live as independently as possible. These partnerships will provide personalized solutions ranging from low-tech adaptive equipment like ramps and grab bars to advanced smart technology to increase independence and reduce reliance on paid caregivers to help with a person’s needs.

Natural Disaster Emergency Reimbursement

The Productive Living Board has approved an emergency set-aside fund of up to $260,000 per year to assist with the needs of individuals affected by natural disasters. The Natural Disaster Emergency Individual/Family Reimbursement is supplemental support following an emergency that has affected a person’s ability to maintain their quality of life, independence, or access to their community due to a natural disaster such as flood, tornado, severe weather, etc. Individuals are eligible for an amount not to exceed $5,000 annually, to the extent funds are available.

Requests for reimbursement must be made through a PLB-funded agency on behalf of the individual or family member. Partner agencies can find additional details about each opportunity’s eligibility requirements and application process on the foragencies.org portal under the “Documents and Forms” tab.

FY’23 Partner Agency Grant Opportunity

The Productive Living Board has approved a Partner Agency Grant opportunity to assist in covering losses sustained in the provision of PLB funded services. Ensuring a spectrum of services that create opportunities for people with IDD to engage in their communities has been impacted by inflation, lingering challenges related to COVID, and the longstanding staffing crisis.  Partner Agency Grant funding will support the continuity of services while agencies determine the potential need to adjust operations to meet current demand and capacity. PLB Partner Agency submissions for funding will be accepted between January 1, 2023, and February 28, 2023.

Funding Totaling $25,121,134 Has Been Approved for FY’23

Mini Grants Totaling $50,950 Have Been Approved in the Second Half of FY’22 for an FY’22 Total of $208,534

Productive Living Board is pleased to announce that five Mini Grants were approved in the second half of FY’22.

Mini Grants are for agencies that do not currently receive funding from PLB.  Agencies were able to request up to $15,000 for a variety of needs including emergency funding, capital funding or other one-time funding needs.  Eligible agencies are not-for-profit corporations, governmental entities, and for-profit agencies recognized by the state of Missouri.

Congratulations to the agencies for their innovative and creative ideas to support the needs of people with intellectual and developmental disabilities.  A list of the agencies that have received Mini Grants in FY’22 can be found here.

A Multi-Year Grant Totaling $81,242 Has Been Approved for FY’22

Productive Living Board is pleased to announce that funding has been approved for a Multi-Year Grant to begin in FY’22.

$81,242 has been approved for St. Louis Arc for an Assistive Technology Collaboration Initiative in St. Louis City, St. Louis County, and St. Charles County.  The service is designed to increase independence for people with intellectual and developmental disabilities by addressing the need for access to assistive technology and the ongoing exploration of technology trends and enhancements that empower people.

Adaptive Equipment/Assistive Technology Requests for Expansion Totaling $75,000 Have Been Approved for FY’22

Productive Living Board is pleased to announce two new ongoing agency partnerships that will connect people with adaptive equipment and/or assistive/enabling technology services.

$25,000 has been approved for UCP Heartland, Inc. to expand its PLB funded services to be an administrator of vehicle and home modifications, adaptive equipment, assistive technology, mobility equipment and equipment repairs.

$50,000 has been approved for Variety the Children’s Charity to be a new PLB partner agency that serves as an administrator of equipment for mobility, communication, and independence.

These partnerships will increase the availability of equipment and provide individuals with a choice of agencies.

Productive Living Board is pleased to announce that four new Partner Agencies have been admitted for annual funding.

PLB launched a new Partner Agency Admissions process seeking new agencies for annual funding to begin January 2022.  Agencies that did not currently receive ongoing funding from PLB were able to request up to $100,000 per year for services that fall within the Funded Services and Service Guidelines outlined in the Partner Funding Manual.

Adaptive Equipment/Assistive Technology Request for Expansion Released

The Eastern Region Alliance is pleased to announce the release of a Request for Expansion (RFE) to expand adaptive equipment and/or assistive/enabling technology services in the Greater St. Louis Region. The Developmental Disabilities Resource Board of St. Charles County, Productive Living Board of St. Louis County and The St. Louis Office for Developmental Disability Resources of St. Louis city are seeking proposals from agencies experienced in the administration of adaptive equipment and/or assistive/enabling technology services and support individuals with gaining independence through traditional and innovative technologies. Interested agencies must support the missions of each County Board and adhere to the Eastern Region Alliance’s vision, funding framework, and requirements for service provision as outlined in the Partner Funding Manual.

New PLB Partner Agency Admissions Opportunity

In an effort to identify and support emerging needs of people with intellectual and developmental disabilities (IDD) and the local agencies that support them, the Productive Living Board (PLB) is launching a Partner Agency Admissions process.  PLB is seeking new partner agencies for annual funding to begin January 2022.  Agencies that do not currently receive ongoing funding from PLB can request up to $100,000 per year for services that fall within the Funded Services and Service Guidelines outlined in the FY’22 Partner Funding Manual located on this website in the Manuals and Reports section.

Partner Agency Grant Opportunity

PLB is pleased to announce a new Partner Agency Grant opportunity that is open to all PLB-funded agencies.  Agencies may request up to $100,000 for emergency funding, capital funding, or other one-time funding needs that are time-limited and specific.  This grant opportunity is available through June 30, 2022.  No, 2022 is not a typo!  PLB is trying a new approach, inviting our partners to submit requests as needs are identified throughout the next fiscal year.

All requests that meet the requirements outlined in the image below will be reviewed by the Board.  Requests must be received by the first of the month prior to the Board meeting month.  For example, requests are due June 1 for Board review and approval at the July 12 Board meeting.  The Board typically meets in March, May, June, July, September, October and December.

COVID End of Year Grants

Productive Living Board is offering current PLB partner agencies the opportunity to request funds that were appropriated for FY’21 but are anticipated to be unutilized by June 30, 2021. This is being offered in an effort to provide additional support to funded partner agencies who have sustained financial losses related to COVID that will be a primary factor in the agency showing a deficit at year’s end.

Agencies may request all or some of the remaining appropriation for services funded by PLB for FY’21.  It is expected that agencies have applied for and utilized other funding resources first.  Funding requests will be accepted through April 30, 2021.  To view the Request for Funding instructions, click here.

Lafayette Industries’ STEPUP and Pioneer Bakery and Café Featured on the Today Show

Lafayette Industries’ STEPUP competitive employment training program and its partnership with Pioneer Bakery and Café will be featured on NBC’s Today with Hoda and Jenna Show on Wednesday, March 3 as a part of their Restaurant Week theme.  The show will include a live segment with Derek Baker, of YouTube’s Baker’s Banter, who will share his experience with the STEPUP program.  The show airs at 11:00 a.m. CST and the segment is scheduled for 11:34 a.m.  PLB is proud to partner with Lafayette Industries on this new innovative service!

Becky Herschbach Highlights IDDHelp on Today in St. Louis Weekend Edition

On Feb. 1, Productive Living Board (PLB) Executive Director Becky Herschbach joined Kelly Jackson on the Today in St. Louis Weekend Edition to discuss the impact the Productive Living Board has on the community, including connecting residents to great agencies through IDDHelp, a one-stop-shop for solutions to needs related to intellectual and developmental disabilities (IDD). IDDHelp is made possible through a collaborative partnership with the PLB, United Way of Greater St. Louis, Developmental Disabilities Resource Board of St. Charles County and the St. Louis City Office for Developmental Disability Resources.

Navigating the Disability Service System

On Jan. 30, Productive Living Board Agency and Community Relations Specialist Amy Meyer and St. Louis Arc Director of Family Supports Sharon Spurlock led an interactive Facebook Live conversation about the new IDDHelp.org information portal and helpline, as well as other tools available that help families of individuals with intellectual and developmental disabilities (IDD) easily find the information they need.
It is often a struggle to find information about services and supports available to people with IDD. Individuals and families must often navigate a complicated array of funding sources, provider organizations and eligibility determinations to find what they need for a good life.

Alliance Kickoff Meetings a Huge Success

The Department of Mental Health (DMH), Division of Developmental Disabilities (DDD) has issued letters to individuals who will no longer receive Support Coordination due to either the lack of Medicaid, or the lack of a DDD funded service. PLB funded services will not be negatively impacted by an individual’s loss of a Support Coordinator.
